It appears that California is the best place with the most frequent number of
communities ranked and San Francisco tied with Austin and Washington DC as the
most frequently ranked cities.

If your city didn’t make the list, don’t feel bad. The methodologies used are
all questionable, specifically given today’s current economic conditions it
should stand to reason that the access to capital is one of the top if not most
prominent reason where one would or should start a business.
